City unveils HUD spending plan; public comment period runs through July 28
Killeen officials have opened a public comment period on the city’s proposed Fiscal Year 2026–2027 Annual Action Plan for the U.S. Department of Housing and Urban Development, outlining how more than $2 million in federal funds could be used for neighborhood improvements, community services and housing programs.
The city is inviting residents to review the draft plan and submit feedback before the deadline of July 28. City staff say public input will help direct limited resources to the needs residents consider most urgent.
"We encourage residents to review the plan and share their feedback on the programs and projects proposed for the upcoming year,"
— Community Development Executive Director Tiffanie McNair.

Why this matters for Bell County and Texas
The Annual Action Plan guides how Killeen will allocate federal HUD dollars for the coming fiscal year. Those allocations influence the availability of local affordable housing initiatives, neighborhood infrastructure work and community service programs that support residents across Bell County. Proper targeting of federal funds can affect homelessness prevention, housing rehabilitation, and the services nonprofits provide — areas state and county officials monitor as they seek to coordinate resources.
Because HUD funding levels are finite and competitive, local input is critical to ensure projects reflect community priorities and deliver measurable benefits. The plan submitted by Killeen will become part of required documentation to HUD for grant disbursement; public comments may shape final project selections and funding priorities.
Residents and stakeholders who want their priorities reflected in the city’s HUD funding decisions should review the proposed action plan and submit written or verbal comments before July 28. City staff will consider the input as the plan moves toward adoption and submission to HUD.
