CEDAR RAPIDS — A juvenile is in custody after a July weekend shooting that left an 18-year-old man dead, police said Monday.
Arrest follows gathering in southwest neighborhood
Cedar Rapids police identified the slain victim as LaRell Rushing, 18, and said Gerald Vance, also of Cedar Rapids, was arrested on charges that include murder in the first degree, intimidation with a dangerous weapon and possession of a firearm as a felon.
The shooting occurred around 6 p.m. Saturday in a parking lot in the 600 block of 2nd Avenue SW. According to a criminal complaint, officers allege Rushing and a friend had arranged to meet Vance and another person to sell marijuana. Investigators say Vance walked up to the car and fired at Rushing more than 20 times.
Evidence tied suspect to scene
Police told reporters they interviewed the other two people involved in the meetup and reviewed surveillance video from nearby businesses that matched their statements. Officers say they later recovered two firearms in a dumpster where video showed Vance running. Investigators also used an ankle monitor Vance was wearing to place him in the area at the time of the shooting, police said.

Vance is being held without bond at the Linn County Jail. A preliminary hearing is scheduled for July 23, court records show.

In June, he received four years of probation for a separate shooting near West Willow Elementary on Halloween night, when officers said he fired a revolver during an argument; ricochet struck a woman in the back. Records filed Monday allege he violated that probation agreement.
